ELEMENTS:               No owner or keeper of any dog shall permit such dog to run at large within the City of Lynn at any time on any day or night in the year.  Said dog shall be restrained by being kept indoors or in a yard sufficiently and safely enclosed or on a leash.

(a)    American Staffordshire Terrier, a/k/a American Pit Bull Terrier or Bull Terrier.       

No owner, or person having care of any Pit Bull shall permit it to be off his premises, whether leashed or unleashed unless it is wearing a muzzle.

Muzzle shall mean a device constructed of strong soft material, or metal muzzle, such as that used commercially with greyhounds.  The muzzle must be made in a manner that will not cause injury to the dog or interfere with its vision or respiration, but must prevent it from biting any person or animal.

Dogs may remain at the dog pound longer than the ten (10) day requirement at the discretion of the Dog Officer; and also that the animals shall not be sent from the dog pound to laboratories for the purpose of experiments.

The appointment of the City Dog Officer and his assistants shall be subject to confirmation by the City Council.

 

PENALTIES:               FINE - $25 for first offense, $50 for 
                                         subsequent offense.

                                    Violation of Sec. 1 (a) fine not to 
                                    exceed $300.
