The purpose of the Gang Unit will be to reduce criminal activity
by persons identified, or suspected, of being gang members or associates.
Priority will be given to crimes of violence, weapons possession, drug dealing,
and any criminal gang activity in or around schools. In cooperation with state
and federal officials, the Unit will develop priority prosecution strategies,
where appropriate, to fulfill their purpose.
The Gang Unit will be
responsible for the following:

Identify gangs operating in the city whose members have
been charged with, or are suspected of, criminal activity
-
Establish and maintain a department gang database, in
accordance with applicable laws, including names, aka’s, photos, gang
affiliation, tattoos or other distinctive markings, associates,
vehicles, and other relevant information

Develop gang intelligence including, but not limited to,
information regarding gang leaders, organizational structure, rules,
practices, area(s) of criminal activity, methods of recruitment and
selection, etc.

Support the Patrol Division and all other officers by
regularly exchanging current information on gangs
-
Develop and maintain working relationships with a range
of other agencies at the local, state, and federal level regarding gang
activity including but not limited to, DYS, courts, probation, schools,
youth groups church groups, YMCA, Boys and Girls Clubs, etc.

Develop and maintain expertise in gangs by attending
various trainings, meeting with other departments, etc.

Assist with the training of department officers,
schools, community groups, youth groups, and others on gang activity
-
Develop safe and effective strategies for reducing gang
membership including strategies that allow gang members to leave gangs
-
Serve as the departmental point of contact for all other
agencies on gang related issues
-
Provide assistance to, and coordinate investigations
with, as appropriate, the Youth Services Unit
-
Assist, as directed by the C.O. of CID, with the
investigation of any crime
-
Any other lawful purpose consistent with this statement
of purpose
