From: Lieut. Dave Brown Date: November 20, 2007 Subject: Underage Alcohol Compliance Operation
On Monday, November 19, 2007, the Special Investigations Unit (SIU) conducted Underage Alcohol Compliance Operations, along with representatives from Girl’s Inc. The operation was conducted in accordance with the guidelines prescribed by the Alcoholic Beverage Control Commission and State Law. Three teams of underage volunteers from Girl’s Inc. and (SIU) Officers, fanned out across the city, visiting 35 package stores. The results of the operation were promising. Only one licensed liquor establishment failed the test. The employees of Dymes, located at 780 Washington Street were discovered selling alcoholic beverages to an underage volunteer. They were also discovered selling alcoholic beverages to an underage female, who was not involved in the operation. Sergeant Richard Carrow, the supervisor of the (SIU) came upon the 19-year-old, as he was about to discuss the illegal sale of an alcoholic beverage to one of the underage volunteers. Sergeant Carrow observed a young looking female exit the store, carrying a bottle of vodka and wine. His subsequent interview identified her as a 19-year-old female from Marblehead. Her 18-year-old female friend, also from Marblehead, was discovered waiting in a vehicle parked near by. The female who purchased the alcoholic beverages will be summonsed into Lynn District Court, for minor in possession of alcohol. Officers discussed both incidents with the Dymes store manager and the clerk. Reports documenting their non-compliance were forwarded to the local licensing board for review. Previously, Dymes received a suspension from the licensing board, for a sale of alcohol to an underage person. Recently, Lynn Police received complaints that underage individuals from Swampscott and Marblehead were allegedly purchasing alcoholic beverages at Dymes. Hopefully, by sharing the results of this operation and others like it, we will promote voluntary compliance from establishments that sell alcoholic beverages. The results of this operation, suggested that Dymes was a location frequented by underage individuals, from surrounding communities. The local licensing authority, was made aware of this concern, and will review the situation. Furthermore, it is important for parents and guardians to be made aware of the Alcohol Compliance Operation, and ensure that their children do not participate in illegal and potentially dangerous behavior.
