From: Lieut. Dave Brown Date: August 16, 2007 Subject: Search Warrant / 18 Lloyd St.
On Thursday, August 16, 2007, at approximately 11:50 A.M., Lynn and State Police narcotics investigators assigned to the Essex County Drug Task Force, executed a search warrant at 18 Lloyd Street. The operation was coordinated by Lynn Police Lieutenant Daniel Fee, supervisor of the Lynn component of the (ECDTF). Additionally, they were assisted by the Lynn Police Patrol Division, and Lynn Police Officers who are assigned to the (SRT) Special Response Team. Typically, when a warrant service is considered to be high risk, as in this particular case, the (SRT) will be utilized. The team can quickly achieve a tactical entry, and neutralize a potential threat. Once the (SRT) safely secures the dwelling, the search warrant can be served by the investigating officers. Members of the (SRT) receive continuous training for such operations. In today’s warrant service, ten (SRT) Officers participated, and Sergeant Edward Shinnick was the team leader. The SRT program, has been operational for approximately 10 months, and is under the command of Lieutenant Glen Deveau, supervisor of the Lynn Police Training Unit. Lynn Animal Control Officer Kevin Farnsworth, and Sgt. Richard Riley of the Essex County Sheriff’s Department, along with his narcotic detection canine, also provided assistance. Farnsworth secured, and removed a pit bull that was in the dwelling at the time. Furthermore, Lynn Fire Rescue staged nearby, in the event that a medical response was necessary. As a result of this operation, both Michael Janice, age 28, of 18 Lloyd Street, and Richard Madden, age 24, of 629 Eastern Avenue, were taken into custody and charged with: Possession of Class D Marijuana with the Intent to Distribute, Drug Violation near a School Zone, Possession of a Firearm without an FID, and Unlawful Possession of Ammunition.
A loaded handgun, several marijuana plants, and packaging materials, were seized from the residence. Saugus Police arrested Michael Janice at another location, and he was transported back to LPD for booking. Additionally, police located what appeared to be a grenade. The Bomb Squad was summonsed to the scene, and they determined that it was not authentic.
