Subject:            Gang Unit Training

 

      In April, Lynn Police Gang Unit Detective Geovanni Ruano, and a Chelsea Police Officer were selected by the FBI to travel to the country of El Salvador with their agents. The purpose of the trip was to learn more about the MS-13 Gang, and their presence in the United States. This week-long educational experience was funded by the FBI, and according to Detective Ruano has already proven helpful with investigations. During the trip, Detective Ruano had the honor of meeting El Salvadoran President Antonio Saca.

      The MS-13 Gang developed in Central America during the national conflicts of the 1980’s, and currently has over 70,000 members throughout. Many of the original members were former military personnel. In the United States, there are 13 cities that have established MS-13 members. They participate in a variety of crimes which include, and are not limited to the sale of guns, drugs and even people smuggling. MS-13 members have been identified within the Boston area, a small number in our city.

      The gang has a complex organizational structure and culture. The training that Detective Ruano received will help provide police with a better understanding of how they operate. The problems associated with gangs are not strictly limited to a specific geographic boundary such as a city or town line. Hence, this information will not only be passed on to officers within our department, but to law enforcement partners in other jurisdictions as well. This training and others like it will assist our Gang Unit in working to undermine the establishment of this gang in the greater Lynn area.
