Subject:            Enforcement of Noise Ordinance

 

The warmer weather is quickly approaching, and as expected people will begin to enjoy outdoor activities, which brings about an increase in the level of noise. Loud music played from car stereos, and homes will often be overheard through open windows. People who work different schedules and who have young children, or those with medical conditions, may not care to hear this. When it comes to loud music, and noise produced from loud vehicles and motorcycles, please be courteous to others. 

Many neighbor disputes have started over loud music and noise. Someone may inadvertently have the stereo to loud. A neighbor perceives this as a personal discourtesy. Over time, there is a communication breakdown and additional discourtesies. This can eventually lead to police involvement. Therefore, loud music and noise is a quality of life issue which we are committed to addressing. Our overall community policing initiatives focus on addressing quality of life issues before they escalate to larger problems. As part of this initiative, the Lynn Police Department will be actively enforcing the City of Lynn Noise Ordinance which carries a fine of $300.00.

 “A very common complaint we hear at community meetings throughout the city is the level of noise. This not only includes loud parties, but loud car stereos, loud motorcycles, and other noises that disturb the normal peace and quiet of our neighborhoods. This enforcement effort is designed to address those very legitimate concerns,” said Chief John Suslak. “What we are really asking for here, is for everyone to show the same respect and consideration for their neighbors that they would like shown to them. We are advertising this effort in advance because the fine is a very substantial one, and we hope to gain as much voluntary compliance as possible.”

The City of Lynn Noise Ordinance prohibits any loud, unnecessary or unusual noise which disturbs the peace and quiet of any neighborhood or which causes discomfort or annoyance to any reasonable person. This ordinance is not limited to just loud stereos. A common misconception about this ordinance is that there is a specific time when the ordinance can be enforced. Officers responding to loud noise calls, day or night will consider the reasonableness of the noise when taking enforcement action.
